WiFi Dongle for Internet Access

Please could someone deconfuse me?! I have the Nexus 10 with WiFi but do not have a smart phone. When away in the UK I would like to be able to connect via a dongle using a a Broadband SIM. I have bought an HUAWEI E3131 3G 4G 21mbps HSPA+ USB Mobile Broadband Dongle Modem which has a USB connection at one end and holds a standard sized SIM and an 8GB SD Card for additional storage. However, I think I may have bought the wrong dongle or I am not using it correctly.

I connected the USB end via a cable which plugs into the mini HDMI slot on the side of the tablet but I can't see that it recognises it. Having said that I am used to PCs and this is my first ever tablet. I have a feeling that the dongle I have purchased is supposed to plug into a PC to enable wifi and that I should have bought a different type of HUAWEI dongle.

Please can anyone explain this for me and, if I have the wrong piece of hardware, tell me what I should have bought?
